Ran into an issue on a heavily used 2008 R2 server where the majority of the clients were unable to download updates and were exhibiting this error in their windowsupdate.log.

This page tells you how to increase the Private Memory Limit of the app pool. I increased ours to 4gb and waited for clients to check in – the problem was resolved!
